The IT Management Reform (Clinger – Cohen) Act of 1996 created a new direction for federal agencies by emphasizing the life-cycle management and delivery of IT services – especially those processes that contribute to the evaluation, selection, and implementation of IT initiatives. This departure from the acquisition-centric model that embodied public sector practice has fueled policy initiatives like the Federal Enterprise Architecture – helping to create incremental improvements to the transition toward life-cycle IT management.

Business Process Integration: Center of Excellence Approach to Information Sharing Initiatives
In the midst of the 1990’s large companies in growing verticals gravitated to Enterprise Application Integration (EAI) and Business-to-Business (B2B) solutions to address two primary needs: first, the need to reduce growing information silos introduced by legacy systems and monolithic applications; second, the need to adapt business processes to changing competitive and regulatory landscapes by leveraging a “best-of-breed” approach.
